Missing option to create data request action

I am trying to look for the option to create custom datasource request action such as below:

However, this is what I am seeing on my end when creating a REST (IntegrationHub) data source:

Hi, you can click on the icon right to the search icon and then create the request action, it produces the same result.

> From Left navigator of your instance, type "sys_hub_action_type_definition.FORM" and click enter.

> You can create Request action from that page opened.

> Now you can search that request action in the reference field.
