modify high contrast theme for one individual

I have a user which requires a high contrast color scheme which does not include the color white, due to the high reflection of the white colors. This user is susceptible to frequent migraines and would like to set the background color for the content iframe to black background and green, yellow or grey text due to light sensitivity.
I've set the theme to 'High Contrast' but that seems to be the same as the system default. The background is still bright white with black text. During migraine attacks, the pain caused by light sensitivity is excruciating.
Any thoughts?

Themes are going to be available to all users. You could copy the existing high contrast theme and make your own with the colors you want then have that user select the new one. It should be as simple as "Insert & Stay", make some mods, save, select.

Thanks Chuck. I am, however, not able to change the background of the iFrame. For example, the homepage is still white.

At the risk of sounding "simple", is turning down the brightness on the monitor an option?

Have already done that. The brightness is still too great and is quite painful.
