I'm looking to add a button below login button on login.do screen, I don't find any relevant UI pages where I can make these changes, can someone please help me out with this

unfortunately you cannot modify that part of the login.do page. Like most of the code, this is in an area you can't access.

As Maik answered, it not possible to modify the UI login page.

Is that field suppose to give an option to allow end-users to login to ServiceNow using external authentication instead of authentication setup in ServiceNow?

It is possible to use external SSO authentication and local database authentication. Which authentications will be used? How will the "Use external login" be used?
