Had an interesting request from a user about the location of the Submit and Order Now buttons in the Service Catalog. On multi-page forms the user must scroll back up in order to hit the Submit button. I will say that going on 3 years, this is the first request like this. I did tell him I would see if it was possible and if anyone else had received a request like this.

I would start by looking at the catalog cart layout table. the target type you are going to look at is "browser screen". this is a way to update the cart layouts without causing an issue with OOB ui pages/ui macros.
