It will come up of it's own in sometime to few days.
ServiceNow has recently shifted the PDI databases to another one, so we are facing these issues, it will be fixed.

It is very common now a days, you can wait for few hours and it will come back soon.
Or it take more time, you can release and take a new Instance.

Nowadays it's very common for everyone so if u want same instance u can wait or otherwise u can release the instance and take a new one.
