Name-Value Pairs Not Working?

I have  2 Name-Value pairs Field in my custom table both are showing as string field (attached screenshot) any idea why? ( In Washington DC)

when the fields were created were they created directly as the "Name-Value Pairs" type or it was different type (e.g. string) and then changed?

Please go to the system dictionary and try to change it from the Name-Value Pairs to Reference, Save it and then change back to the Name-Value Pairs...

Changing it to reference and/or any other type then string (go for email, date, ...) will give you idea if the lookup icon will be displayed after a form refresh, then you will see if it is the issue with only one particular field type or if it is "something bigger".
