That will probably break some OOB functionality. My PDI doesn't have these modules, so I can't check, but I think the records are prefilled with control/risk related info.
That being set: check the list control of the related list. You probably have a condition on the 'omit new button' through the script in 'omit new condition'.

Is there any reason to make changes? The reason is that it’s best practice to have policies attached with controls or risks, and then issue work accordingly. If you want to make changes, since this is a workspace (WS), you need to review the UX declarative actions and update the configuration there to ensure it appears all the time.

100% agree @Mark Manders my friend, but it is recommended to use the WS instance instead of the native view. In fact, I taught the same in my class today. Either way, whether native or WS, the code needs to be corrected in both places.
