New List Action is not visible to ITIL users on Service Operations Workspace

Hi Team,
I would like to add New Button functionality on List View for ITIL Users on Service Operations Workspace, whereas it is visible for admin users but not for the ITIL users, can anybody please guide me where exactly i need to configure to display that New button for ITIL users.

It says 'New3' which makes me think it's a custom button? How is it configured? Is it having the admin role as condition?
And also: are ITIL users permitted to create new users?
Please mark any helpful or correct solutions as such. That helps others find their solutions.
