NEXT button missing (not present at all) for some users using Order Guides

For only a few users, when using order guides, the NEXT button is not present at all on the form to continue. When impersonating these people, it works fine. It works fine for everyone but a few out of a several thousand people apparently. Any idea what causes this?

If it works when impersonating, it's probably a cache/browser thing. Flush the instance cache and ask the users to clear their browser cache as well. Let them log out and back in again and try again.

Instance cache flushed, and browser cache cleared, system rebooted... no change. Still no NEXT button for these few people.
Confirmed they have the same browser version as I do also.

This turned out to be a search issue on the portal- I did not realize my users were not using the taxonomy, but they were searching and getting to the form that way, and there was a KB article about how AI search would need to reindex a table to fix it. Resolved.
