Non SysID / String Field Database View Joins

Hello All.  I am seeking a guidance on how to construct a database view join using non-sys_id values.

I have 2 custom tables where the only common field is a String type, EX: FRJ-HRD-OFFICE OF THE DIRECTOR.

I found an article that suggested using a Before Query business rule (?).

Any article links or examples would be appreciated.
