I am Not able to view the 'New' button on Server(cmdb_ci_server) table. I also created a acl on server table but still it is not visible

Do the following (this assumes you have either admin or ITIL role already):
1) Check the List Control and make sure "Omit New Button" isn't checked (Right click column header, configure, List Control).
2) Check the Security Controls and make sure you satisfy the conditions for the Create security control.
3) Make sure there isn't any other New button UI Actions someone has created replacing the current New button.
