Notification Preferences Filter - is it filtering to include or exclude?

Good Morning,
We have a notification created to inform the Caller when the Additional Comments are modified. This includes sending to the event creator. Now that we've introduced self-service, I'm slowly debating removing the "send to event creator". In the mean time, I've been thinking about showing a few select end-users how they can modify their notification preferences with an advanced filter. The only issue is I'm getting conflicting results.
I've tried setting an advanced filter of Updated by IS <username> and Updated by IS NOT <username> and I'm not getting consistent results. I've confirmed that I spelled my username right and that I am showing as the last to update the ticket.
So my question is: are the advanced filter conditions meant to exclude your conditions or only send when your conditions are met?

If an email notification conditions are true and you are supposed to receive an email, you can add advance filtering to decide if you should receive it. Example, Incident ticket is updated, you should receive an email. Advance conditions are, only if Priority is 1 or 2. If that is true, you receive email. If false, you don't receive email.
So only send when your conditions are met on emails you are expected to receive.
