1.The emails are in ready state and not sending to the user, please let me know what will be the issue, even the given user is active and having valid mail id?
2.excel option in schedule report is not coming , even the dropdowns are available, please let me know , what ill be the issue

1. If you are working on your PDI then you cannot send email from your PDI.
you can refer this blog from servicenow https://developer.servicenow.com/blog.do?p=/post/sending-emails-from-pdis/
if you are working on client instance please check email sending is enabled or not.
2. for enable of excel option please make changes in dictionary level set inactive as false.

In relation to the mail is not sending, is this from a PROD environment or in your PDI?
