On CSM portal, service catalogs are not visible

Hello,
In our CSM portal, the catalog forms are not visible to users apart from Admins.
We want the portal and forms should be visible to only few users with role X.
I have created user criteria and applied at portal, page, category and widget instance level but still the forms are not visible to designated users.
Please advice.

There is an interesting feature in catalogs module with name " User criteria diagnostic" in that you can put catalog name and name of user who you want to chk whether it is visible or not . Once you run diagnostic you will understand what is blocking that particular catalog from being accessed , do check this feature it wil help you out in identifying the loophole in your criteria or any other place.

In user criteria diagnostics, it is coming as can view but at portal end, users are unable to view.
