Order Guide- Disable Toggle for ONE Item and Keep the Rest?

We have an order guide setup for onboarding. Some requests have been submitted that disable the NEW HIRE ONBOARDING RITM, which is required and should not be de-selectable.

Is there a way to make one toggle unavailable, or force it back to true when someone tries to change it, while leaving the rest optional?

Not too keen on going away from OOB, so I doubt we will implement this. Thank you however for the post... this is the functionality we want.
