other user not able to create case from portal

Hi Team ,
I am facing the issue. while creating a case from portal.
when I am creating a case from portal, I can able to do that but when i am impersonating the user then I go for case creation then it doesn't work ,' getting below error
Requested record not found
Can someone help me with it .

Hello,
Which case ? HR case or CSM Case ?
If HR case then person may not have access to HR service check HR criteria once or they may not have access to Case view so check if they have sn_hr_core.case_reader role at least.
If CSM case then they may not have view access to CSM case record itself so check if role will give them access to see at least their own case.
