Plugin to change language of PDI

Is there any free usable plugin that can be used to change the system language of PDI?

If there is, how can I install it?
(I want to change the language to Japanese)

I've alraeady check the [Activate Plugin] on servicenow|developer page and could not find it.

it is right if you only installed  "I18N: Japanese Translations".
