Point link to file in attachment table

I am trying to point a link in description to attachment in sys_attachment table. I added the attachment to update set and moved to test but it is not working. Any idea?

Can't see the link or download the file?

Check the ACLs. Use the Access analyser and select the user and that particular attachment record and check if something is blocking them

When I click the link it opens blank page pointing to the sys attachment table with the sys_id.

Yes, It works for admins. I have done this before and it worked.
