Populate Catalog Item values drop down from external API does not return the list, but empty options

Hi all, 

I have created a Catalog item with 2 questions - "field" and "value" - both select options.

To the first one Catalog Item onChange script was attached to fetch data for the second drop down.

It brings the scrolling list, but empty.  Please, see screenshots attached.

What am i doing wrong? New to JSON and ServiceNow. 

Any help would be appreciated.  Thank you
