There is no option in Catalog Builder to include a specific attachment field within a form (instead you have to use the general attachment button that links it to the record). If I have a table with 3 different attachment fields, how would I be able to have the user upload the 3 files and have the properly placed in their respective fields using the portal (instead of attached to the whole record)?

Catalog Builder has a number of limitations, but it is not the only way to configure catalog items. In order to be able to leverage all features of catalog items (e.g., service catalog variables of type Attachment), configure them in the Core UI.

No I think he is saying don't use catalog builder but use the standard way of building a catalog item. Which is in the Core UI under maintain items.

Are you saying that the only way to do this would be to create the form on the Core UI and then use an iFrame in the portal?
I added a file variable using the "Add to Service Catalog" button in the table record, but the field is created as a Text field instead of attachment

Thanks for explaining, Brian! That's exactly what I was trying to say.
