As per the title, an internal user can view the images on the quick link, but an external user cannot.
The "portal quick link" widget is using the same tables as the employee center one for the links / images.

I contacted hi who confirmed that this was a bug and that it would be fixed in a future release. They provided me with an xml which contained a new ACL.

have you checked if there is any read ACL on attachment table causing this issue ?
