There must be a UI policy or ACL that's causing this. I would check both..

Thanks Regina, I checked UI Policy and ACL, but they aren't causing any intended change.
I had included the Priority matrix for Request Item table(sc_req_item), I suspect this could be the reason for the Incidents priority not being working. But do not how the change could have affected the priority matrix for incident table

Could you please check for any client script on the incident table which may be causing a restriction on the Priority to get change?

I verified the Priority look up rules, they remain intact and haven't been modified/updated in the recent past.
