problem records in Australia

I'm not able to see problem records In Australia release even though i'm having admin role and there is no new button for creating new problem records.
any reason

It looks like the PDI has not loaded fully. Try going to Plugins, search for the Problem Management plugin, and repair it. Are you logged in as an admin?

I repaired plugin but still same issue

Release instance mate and take a new one.
