Project Taks Not Visible on the Time Sheet Portal

I am facing a weird issue on the Time Sheet Portal the Project tasks assigned to me are not getting visible on the Time Sheet Portal, only the Project Tasks whose Additional Assignee to me will be visible on the time sheet portal, can you please  provide me background regarding this on why this issue is getting occurred to me?

This isn't an ACL issue because I am logging as an  Admin, and the thing to note is that when a user has both Assigned to and Additional Assignee then only the Project task will be visible to the user, if the Assigned to is not empty and the Additional Assignee is not present then it would not show any tasks and if there is an additional assignee then it would also display the tasks to the user on the Time Sheet Portal
