PTASK Complete Dialog Not Updating PTASK Form

Hi,
I have a strange issue with the 'PTASK Complete Dialog view 1' not updating the PTASK in our Problem Management process.
SOme background: We have 2 additional drops downs in our PTASK form, for Category & Subcategory (the latter dependant on the former). If I select them in the standard PTASK form, and save the PTASK, all is good, the category & subcategory - along with cause notes and proposed fix notes - copy up to the Problem, and move the Problem from RCA to Fix in Progress. However, if you forget to select the category & subcategory, the 'PTASK Complete Dialog view 1' will popup and ask you to complete the form, and select the category & subcategory, as well as fill in the cause & fix notes if they are blank. If I fill everything in, and submit it, the cause & fix notes will update in the PTASK, but the category & subcategory don't, and nothing updates in the Problem ticket, which also doesn't move to Fix in Progress, and I can't see why!

Both forms pull the category & subcategory list, which is a choice type, from the Dictionary Entry on the Problem table, so use problem.category & problem.subcategory fields (see below PTASK Complete Dialog view 1 & Default View).
I tried to set a Data Policy, to make both fields mandatory when state is closed, but that doesn't seem to recognize the field entries, as it errors with a data policy exception.
We also have a flow, so that if the PTASK state changes, it will copy the record data up into the Problem record. I'm not sure if the issue lies with this or not, as the flow works when the PTASK form is filled in, just not the 'PTASK Complete Dialog view 1'
I'm sure i'm missing something simple, but I can't for the life of me see what!
