This might be me overthinking, but I wanted to ask just to be sure and because I'm curious.
When I check the instance backup time on the ServiceNow Support Dashboard, I see a specific timestamp listed. How accurate is that timestamp when considering a clone? Also, does it represent the start time or the end time of the backup process?

Please refer below KA which will provide detailed information,
https://support.servicenow.com/kb?id=kb_article_view&sysparm_article=KB0678054
Looking at the backup time, it is completion time of back up in GMT and US/Eastern as no one is going schedule in random minutes & seconds if it is the backup start time.
If this helped to answer your query, please mark it helpful & accept the solution.
Thanks,
