If you are trying to install sn_vul plugin for hands-on or learning purposes in PDI, try installing version 26.2.2

Security Exposure Management plugin sn_sec_sem is part of innovation lab offering and may not be available in PDI. They are bundled with Vulnerability Response plugin from versions 30.0.3, hence not allowing to install. You can try to install older version and try to upgrade if it works.
