related list section shold be mandatory when state is resolved

My req is whenever state changes to resolved related list section fields called notes should be mandatory.

Try with Data Policy :
- Go to System Definition > Data Policies and click New.
- Set the Table to your specific table and define the Condition: State changes to Resolved.
- Save the form, scroll down to the Data Policy Rules related list, and click New.
- Select your notes field and set the Mandatory field to True.
