Remote host closed connection during handshake?? while accessing scripted soap API ??

Hello ,

we have a third party tool accessing servicenow instance to create request we have an issue recently ,they found the following message in their logs,i have highlighted some key words in bold is this related to issue from servicenow,i have checked for user authentication its ok what could be the issue??
