Remove Create New button from the CI table for closed Changes

As a MyIT Admin, I would like the "Create New" button for the CI table for Closed Changes to be removed. Once the change record is closed the record should not be modified. Can this be done in the conditions field? If so, how would i do that?

I need clarification , how you identify a change has been closed or not on CI table? or i m missing something here. You need to write conditions in UI action for visibility.
