Reopening of alert in event management

what is the time frame for the new alert to open instead of re-opening the old alert if the message key is the same?

New alert will be created  when 

event created time > Existing Alert Closed Time (sys_updated_on) + (evt_mgmt.active_interval) (in seconds).
