Reply all button when received notification

Hello, when I revive a notification I want to populate the "to" filed in the replay all button.
I well send photos to further explain.
1)I have the support email
2)now when I try to replay to all the "From" field well be the "to" field and CC stays the same
all the other email that were in the "to" filed are gone.
checked the reply all record and found this
I see that only the user is populated, how can I change that ?
