Report showing attachments downloaded

I'm looking to create a report that shows what attachments were downloaded from Cases from the Customer Portal. The specific file name, who downloaded it, when downloaded, etc.

Yes. But I'm only seeing entries/records for internal SN agents/users. Ran it for this week. But, doesn't show any records of customers (external users) downloading/opening attachments from any cases.
