Hi,
Is this happening on PDI or Customer Instance?
Reports Application is available po all ITIL / Report_user role, certainly to admin
Can you open Applications (sys_app_application) and search for report, see what you see there

Look for Platform Analytics.
I believe Reports are moving into Platform Analytics but I was under the impression that reports wont be deprecated in Xanadu.

I'm using Fresh instance [Xanadu] after that 'Reports Module' are not showing any add the particular Roles & Plugins in 'System Administration' ?

Try to refresh the instance from developer.servicenow.com if still not work release the instance and take new.
