REQ is not complete once RITM and SC Task are all close

I am trying to write the flow which allows the REQ to be complete when the SC task and RITM is complete. But it is not working. 

I have wrote as 

 Update Requested item Record

  Action:  Update record

  Record: Trigger>Service Catalogue > Requested item record

 Table: Requested item [sc_req_item]

 Fields: State is Close complete

Update Request Record

Action:  Update record

  Record: Trigger> Service Catalogue > Requested item record>Request

 Table: Request [sc_request]

 Fields: State is Close complete
