Request Item - Duplicate Workflow When Submitting from Save

We're getting the occasional issue where a user submits a Request Item via the Service Portal, and the Workflow is triggered twice. In this example, the highlighted items are the kickoff flows; they are sent to a "subflow" based on request type due to different process flows:
It results in the initial approvals being cancelled:
After gathering more info, and learning that they saved the request as a draft before submitting it, I was able to recreate the issue in our Dev site.
Any thoughts? Is there a reason that the Draft would make multiple submissions? As a side note, I have weird results in the audit table:
The item calls the workflow directly, so there's nothing that I can see that would trigger it twice.
