Hi,
There are many resolved incidents which are still active for over an year without getting closed. I don't know any other reasons which I have to look out for. Kindly help.

Check if OOB component has been customized in your instance for INC auto-closure.

I will recommend you to log a case to ServiceNow, if it is OOB and take ServiceNow support help .
