We recently upgraded our instance to Quebec, and in Quebec, they have 'Rich Text Label' (I know it was included in Paris, but we skipped Paris and is upgrading to Quebec).
I tried to test out the 'Rich Text Label ' on my company's instance. However, it is not showing up for any of the catalog items that I have it on. I am using the OOTB catalog widget 'SC Catalog Item,' so it should work. I tried to replicate the same catalog config in my PDI and the 'Rich Text Label' works fine.
So it isn't the OOTB widget that is causing the problem, the only other potential thing I can think of might be a system property that I need to enable, but I am not sure.
I also tried to look up any docs regarding 'Rich Text Label,' and all I can find are docs explaining what it is.

I can see the variable 'Single Line Text,' but 'Rich Text Label' is missing.

I had this same issue as well. Turns out, I was using an old default view from a previous platform version.
To fix this, I redesigned the form layout, using a Paris PDI as reference.
Once I did this, the "Rich Text" field became available, once I put my info in there, it appeared on the catalog item.

This is awesome! Which field(s) did you use in the Form Design to do this?? I'm needing to do the same.
