Risk Assessment Needed for Change Request (but no such button exists)

I am creating normal change requests from a script. When I click "Request Approval", the following error message will show up: 

A Risk Assessment is required. Please click Fill Out Risk Assessment under Related Links below.

However, in the related links, there is no such option.

Even if I use the "calculate risk" button, the same error message will prompt.

Any help would be appreciated.

It seems Risk Assessment is not setup for your instance.

I'm on surfsedev and do not see the option to turn it on in change properties. Could this be an access issue?
