Which role is required for Export as XML from the table records in ServiceNow .

Export to XML is restricted only to Admins. Go to this URL : https://<<instance_name>>.service-now.com/nav_to.do?uri=sys_ui_context_menu.do?sys_id=d1ceb4790a0a0b3e0086e9a19b8d9657

Then remove the condition for 'admin', then it will open for everybody or you can have you own condition on who do you want to give access like itil, report_admin etc.

By Default  role is Admin.
