Roles for create Update Sets

Hi all, 

I need to allow some users to be able to create and manage their own update sets.

I tried to use the default role called teamdev_user but when I assign this role to a specific user it doesn't show the option to create a local update set

Reviewing the ACLs I noticed that the ACL sys_update_set is enabled for the teamdev_user role to create, read, update and delete the update sets but it is not working when I assign it to a user

Please if the comunity can assist me

They can't really create but pass update sets from one instance to another using using Team Development module using soap
