Save flow as template Option not Available

I am completing Flow Designer Fundamental learning as part of my NextGen Cohort. There isn't any 'Save Flow as Template' option available in Vancouver release. I have checked some comments on the issue and haven't found any solution. Does anyone have a tried and tested resolution for ServiceNow NextGen external learners? Thank you.

Seems it has been removed or there are some conditions on that, but it is still not available for me as admin
