Try this.
1) Assign yourself a HR admin role and try to change the password.
Else
2) Remove all the roles from the users, change the password and assign back the roles.
Please try in lower instance and do not try in production. Give a try.

Hi there,
What roles do you have yourself? Seeing the image, I guess you don't have the sn_hr_core.admin role. Is that correct? If so, than the error message is valid and because of how the HR Scoped app is build.
You would need to find someone who has that role.
