In Tokyo patch 5 I am unable to add a search source in the service portal. Is there a new ACL required in order to access m2m_sp_portal_search_source? Are there any other things to check into regarding my inability to add a search source with admin privileges, which was available previously in San Diego?

@Brian Lancaster It seems that AI Search and Search Sources may be mutually exclusive by design. Once I disabled the AI Search checkbox above the search sources tab appeared. However the AI Search tab did not disappear, which I suspect is not intended, as you have both AI Search and Search Sources available with the AI Search checkbox set to disabled. Thanks for your response.

My company dev instance is on Tokyo Patch 5 and it seems to work fine. Did you do any customizations here? If not I would put in a support case.
