Security constraints prevent saving reports - Can't find the correct ACL please help

I'm trying to set up a Role that will allow snc_internal (role) users access to the Knowledge Base and Report on the knowledge base. 

There is a reason why we only want them to access Knowledge and Reports (reporting only on the Knowledge Base that they have access too).

Can anyone help me? I already got it to work so that they have access to Knowledge, but now I'm having trouble with giving them Reports access. I keep getting this message when I click on Create New:

I also would like them to only have access to the Knowledge table.

There is a create ACL on sys_report. It requires at least the report_user role (along with itil, or report global, admin, or group).

Didn't get this. Are you saying that we have to create ACL or there is an existing ACL on sys_reports?
