Send Change request notification to Assigned to group when change request moves from new to assess

Hi Community,

I'm working on a requirement in which approval notification for change request has to be triggered when change request state changes from new to assess

I have tried to achieve my requirement by creating custom Event but I'm unable to find why email is not getting triggered.

I'm unable to achieve by using OOB 'approval.inserted' event.

Please let me know the error, attaching the snaps
