Can SNOW directly send emails to an SMTP server instead of going via exchange ? I mean sending email to xxxxxx.corp.gwpnet.com , port 25.
This server is already smtp enabled so we may not need to use exchange at all.

But can ServiceNow SMTP server be active AND can we send an email directly to a different SMTP server through script?

No, we did not get a solution. We submitted an enhancement request to ServiceNow but it is unlikely this change would occur. We ended up not need the solution anymore.

What can be done is to add a forwarding rule in your mail server. Set the "Reply To" to the mailbox you intend to forward to. You may wish to set the "From" as well. Also, you would need to white list the mail server accordingly as it might be blocked if you have filters active (phishing).
