Send notification to different external client

I have a requirement where in we need to send the notification to the different external users personal mail listed in the portal form , who are not  available in ServiceNow table. Is there any way, we can send notifications to these external users?
Note: Here external users are not fixed.

Create variable and pass those variable to Flow designer to send the notification's.
