Sending notification after period of time

I am in the need of sending a notification in a change management form. The notification that needs to be sent out is when the ticket has been in the open state for longer than a day it needs to send a notification to the person who is assigned to that ticket.
On the form is has a state field and assigned to field, so I can pull directly from those two fields...
What is the best way to go about this?
