service catalog and the flow designer

Hi Team,
I have created a flow designer for a catalog.
The issue is that, even thought the request is approved the task ticket is not created. this issue is only for 3 users in the organisation, where as, others log a request if approved task ticket is getting generated.
checked those users accounts is fine. not sure where i am going wrong.
Can any one help here.

It seems an issue with 'Run As' field. Could you please set it as System User and try again.
